PRELIMINARY PROCLAMATION ON THIS DAY IN 1862

On September 22, 1862, President Abraham Lincoln issues a preliminary Emancipation Proclamation, which sets a date of January 1, 1863 for the
freedom of more than 3 million black slaves in the United States and
recasts the
Civil War as a fight against slavery.

When the Civil War broke out in 1861, shortly after Lincoln’s inauguration
as America’s 16th president, he maintained that the war was about
restoring the Union and not about slavery. He avoided issuing an anti-
slavery proclamation immediately, despite the urgings of abolitionists
and radical Republicans, as well as his personal belief that slavery was
morally repugnant. Instead, Lincoln chose to move cautiously until he
could gain wide support from the public for such a measure.

(AP) – Barron Hilton, son and successor to hotel pioneer Conrad Hilton
and the original founding owner of the American Football League Los
Angeles Chargers, passed away Thursday of natural causes at his
home in Los Angeles. Hilton transformed the hotel chain into the
industry’s top brand during his 30 years as its chief executive.

JOINT MISSION TO THE MOON SUGGESTED

President John F. Kennedy addresses the United Nations General Assembly in New York on Sept. 20, 1963. Kennedy spoke for what
would be his last address to that body.

An optimistic and upbeat President John F. Kennedy suggests that the
Soviet Union and the United States cooperate on a mission to mount an
expedition to the moon. The proposal caught both the Soviets and many
Americans off guard.

In 1961, shortly after his election as president, John F. Kennedy announced
that he was determined to win the “space race” with the Soviets. Since 1957,
when the Soviet Union sent a small satellite–Sputnik–into orbit around the
earth, Russian and and American scientists had been competing to see who
could make the next breakthrough in space travel.


President Kennedy closed his speech by urging, “Let us do the big things together.”
