PORTLAND, Ore. — Oregon Governor Tina Kotek has
ordered flags at Oregon public institutions to be flown
at half-staff until sunset on February 15 to honor
Gresham Firefighter Brandon Norbury, who died after
suffering cardiac arrest while on duty.
